IMCOM requests RIF approval from DA

Nearly 1000 Fort Stewart employees attended a garrison personnel town hall on Aug. 22 at the Main Post Chapel.

The Garrison Commander, Col. Jason A. Wolter, opened the event with an announcement that IMCOM has made a request to the Department of the Army to conduct a reduction in force at Fort Stewart and Hunter Army Airfield along with Fort Hood, Fort Bragg and Aberdeen Proving Grounds.

Wolter said the goal of this town hall was to ensure transparency - explaining the process and sharing information to keep people informed.  He said the installation would make information and resources available to reduce the impacts on employees to the extent possible.

The Deputy to the Garrison Commander Paul Stuart went into further detail. He noted that this town hall was the third one since March in efforts to keep employees informed. He explained the Table of Distribution and Allowances, which is used to determine how many positions and what type of positions are authorized for the garrison.  He further explained that we anticipate growth to around 800 authorizations in the next version of the TDA, which we expect to be approved in October.  This is contrasted with our current authorized strength of about 730 today.

Stuart said that the issue facing the garrison is employees that do not have authorizations, and thus are categorized as "over hires".  The garrison must divest itself of these over hires, and has been striving to do so through attrition, management directed reassignments, and separation incentives such as the Voluntary Early Retirement Program and Voluntary Separation Incentive Program.  He noted that since 2011 the garrison will have reduced authorizations by about 700.

He said one way employees can prepare for this is to update their resumes and electronic personnel files, ensuring these reflect current education and training, work experience and qualifications, and veterans' preference.  He noted that if a RIF is approved, then other authorities come into play to position and move people.

He said that if a RIF is approved, as part of this process, the Fort Stewart Civilian Personnel Advisory Center would conduct a mock RIF to determine those at risk and possible placement opportunities.

 

Garrison employees seeking more information are encouraged to talk to their immediate supervisors, the Garrison Resource Management Office, or the Fort Stewart CPAC.
